MSC(地中海航运)发布紧急通知

根据安哥拉 Angolan GTA —General Tax Administration 官方规定,由于持续的外汇紧缺,安哥拉政府允许运抵到安哥拉的进口货物运无单放货。该政策无疑令发货人面临巨大风险(有可能面临无法收到货款的风险,即使是信用证结汇也无法免除该风险)。

鉴于目前形势,请各代理火速联系发货人对于已经出运在途的货物确认如下事宜:

发货人是否愿意将货物继续出运至安哥拉,或者是否发货人需要MSC将涉及的货柜卸货在中转港Sines (Portugal), Cape Town orDurban (South Africa).(具体可以卸在那个转港要依实际转港情况而定),因此产生的费用由发货人承担。对由于安哥拉政府如上政策所产生的后果MSC免责,不承担目的港无单放货所产生的风险/责任/费用。

安哥拉的主要港口

1. 罗安达LUANDA

罗安达位于安哥拉(全称:安哥拉共和国THE REPUBLIC OF ANGOLA)西海岸北部的本戈(BENGO)湾的东南岸,濒临大西洋的东侧,是安哥拉最大海港,也是西非的主要港口之一。始建于1575年,曾经是奴隶的贩运出口港。

装卸设备有各种岸吊、可移式吊、集装箱吊、吸谷机、浮吊、铲车及拖船等,其中集装箱吊最大起重能力为50吨,浮吊达100吨,拖船的功率最大为1103kW。还有直径为152.4~304.8mm的输油管供装卸使用。港区有仓库容积4万立方米。装卸效率:谷物每小时100吨,矿石每天平均装4000吨。另有2个系船浮,水深达16.7m,最大可泊5万载重吨的油船。主要出口货物为咖啡、玉米、糖、豆、木材、盐、花生、棕榈油及锰矿等,进口货物主要有机械、石油制品、汽车、棉织品、麻袋、酒、水泥及药品等。节假日均不工作。

2. 洛比托LOBITO

位于安哥拉(全称:安哥拉共和国 THE REPUBLIC OF ANGOLA)西海岸的中部,濒临大西洋的东南侧,是安哥拉南部的主要港口之一,又是扎伊尔和赞比亚部分物资的中转港。

港区主要码头泊位有6个,岸线长1130m,最大水深10.7m。装卸设备有各种岸吊、可移式吊、电动吊、浮吊、铲车及拖船等,其中浮吊的最大起重能力达100吨,还有直径为203.2mm的输油管供装卸使用。港区的仓库及货棚可堆存10万吨货物。装卸效率:粮谷每小时装250吨,矿砂每小时装450吨。大船锚地水深约18m。本港转口区始建于1961的,转口的货物无专用仓库。1992年集装箱吞吐量为9756TEU,年货物吞吐能力约500万吨。主要出口货物为咖啡、矿砂、剑麻、鱼产品、皮张、豆及盐等,进口货物主要有机械设备、煤、建材及日用百货等。主要贸易对象为美国、法国、德国、巴西及葡萄芽等,其中美国约占进出口的70%。

3. 卡宾达CABIDA

位于安哥拉(全称:安哥拉共和国THE REPUBLIC OF ANGOLA)西北角卡宾达省的西南沿海,濒临大西洋的东侧,是安哥拉最大的油港。

本港主要有2个海上泊位:(1)MALONGO)泊位最大可泊10万载重吨的油船;(2)TAKULA)泊位最大可泊15.5万载重吨的油船。备有直径为203.2~406.4mm的输油管,自流装速每小时为4000吨。大船锚地水深达40m。在节假日中均不工作。

RE – IMPORTANT NOTICE – Change of regulation on container release procedure in Angola

MSC MEDITERRANEAN SHIPPING COMPANIE S.A. has been made aware that the Angolan GAT (General Tax Administration, which includes Angolan Customs) 应该是 GTA吧?adopted a new ruling that allows the importers to obtain release of their containers/cargoes without need of presentation of original Bills of Lading (B/L) when these are delayed or blocked.

This new regulation is allegedly adopted as a solution to the considerable shortage of hard currency the country is facing for more than 6 months already and generates important risks for of nonpayment of your cargo price or L/Cs not being honored.

MSC is in position to stop some of the presently sailing containers in transshipment at the port of Sines (Portugal), Cape Town or Durban (South Africa).

As a matter of urgency we kindly invite you to let us know whether

§ you are still willing to have your cargo on-carried to destination, or

§ whether you want MSC to stop the containers at the above mentioned ports, in which case this shall be done at your sole costs.

MSC regrets the inconvenience caused by this situation which is beyond our control but have to confirm that it will not entertain any claim nor accept any liability whatsoever for release at destination without Bill of Lading at Angolan Port as a result of this new local mandatory requirements.

找了一些有关 Angolan GTA 的新闻。可以看出来,安哥拉政府目前正想办法增加财政税收收入。现在外汇又紧缺,经济状况看来很不乐观。

As previously announced last September by Armando Manuel, Angola’s Finance Minister ( 长的太丑我没截图了 ), the newly created General Tax Administration of Angola will “coordinate and manage the entire process of tax collection in the country”, according to a Government decision in the last Council of Ministers meeting.

The new General Tax Administration. scheduled to be fully operational in 2015 – is a central piece in the ongoing tax reform that will put together the different existing services of the National Tax Directorate and the National Customs Service – among others – thus minimising costs, creating synergies and optimize processes in order to guarantee larger revenues to the Administration.

Angola’s non-oil tax revenues in 2013 rose by 34 percent from 467 billion kwanzas in 2012, according to the latest bimonthly bulletin from the Angolan Customs Services. According to n article published last July by ‘Jornal de Angola’, the National Tax Directorate expects revenues to increase by 42% in 2014 up to a total of 885 billion kwanzas.
